I also noticed few more things1. I try to add user in moss site, got error "no exact match found", same thing If I try in Central Admin - App. Mgmt - Site Collection Owner, I am able to detect user but once click on "OK", it gives The specified user domain\username could not be found" error. 2. If I tried same in another web application, everything worksBoth the application we are using Windows Authentication.Please advise

I also got this problem a while ago. I couldn't user I added to AD. Reason was that I messed up site user account directory path.I think this problem occurs when Central Admin and site you are trying add users to aren't using the same account path. Central Admin does find certain users but your site does not. Path can be checked with stsadm -o Getsiteuseraccountdirectorypath -url <url>
